laboring class more opportunity to attend higher education
Ghelawdewos Araia October 13, 2014
This article intends to critically examine the state of educational developments in Botswana and South Africa from Southern Africa; Ethiopia and Tanzania from East Africa; Ghana, Nigeria, Senegal, and Sierra Leone from West Africa; and Egypt and Morocco from North Africa. The methodology employed throughout the text of this article is the comparative and international education perspective, but the latter, as some people assume, is not simply about comparisons and contrasts. It goes deeper rather in exploring the educational theory and practice in international context, delves into the purposes of schooling, educational access and opportunities, accountability, as well as professionalism and quality education. The methodology also involves demographic attributes, geographical and economic realities, as well as political and cultural factors.
We might move in the direction of fair equality of opportunity bymaintaining public schools financed by general tax revenue. Furthermoves are possible. A state might require that local governmentsequalize spending per pupil across school districts of varyingwealth. A state might mandate extra spending per pupil in low-incomeschool districts, with a view to offsetting extra resources providedto children with affluent and well-educated parents. A state mightmandate mixing students from different neighborhoods in comprehensiveschools so that children from low-income and high-income families areevenly spread across area schools. A state might ban privatelyfinanced schools at the primary and secondary level in order toprevent high-income parents from avoiding measures to promote equalopportunity in public schools. And so on. In the contemporary U.S.,even the first-mentioned of these FEO-promoting measures iscontroversial.

According to the foundation, adult learners are students who have been out of high school for a long time and are returning to finish their higher education by attending a college or vocational school. The community foundation scholarships cannot be used for graduate school.
The idea of one person having the same native talent as another, invoked in the statement of FEO, is unclear. Consider a simpleexample. Suppose we could install just one of two educationalprograms in a two-person society consisting of Smith and Jones. Oneprovides more intensive education, the other a more relaxedschooling. Under the intensive regime, Jones ends up with higherearnings prospects, and under the relaxed regime, Smith ends up withhigher earnings prospects. Which to choose? Equality of fairopportunity does not say. Or taken strictly, with the construal thatthe capacity to respond to schooling is a talent, FEO requires onlythat persons with identical dispositions to develop exactly the sameskill level in any schooling and socialization regime qualify ashaving the same talent, and the proposal is silent about choices thatwould produce different results for different individuals withdifferent talents in this strict sense. Since in practice we onlydiscover what talents people have by subjecting them to one or anotherschooling regime, FEO, which had looked severely strict, now looks tobe lax and undemanding. What must be added to FEO to respond to thisdifficulty is some sensible continuity requirement, so that if twoindividuals' capacities to develop skills through schooling are“close”, the developed skills they acquire (and ultimatelytheir competitive success) should not be “toodissimilar.”

The relationships among the various values and norms jostling forposition here are complex. Notice that if our foremost concern were toestablish and sustain a society in which careers open to talents alongwith the substantive equality component of FEO is satisfied and thereis also a high level of social mobility, one strategy would be to banassortative mating or enact policies that discourageit. “Assortative mating” simply refers to people choosingto cohabit with those who are like themselves along some favoreddimensions of similarity. These dimensions might include race, religion, national origin, level of education, inherited wealth, physical attractiveness, charm, or marketable talent. The assortativemating that reduces social mobility involves sorting by factors thatgive rise to unequal income, wealth, and status. Although many mightdislike the outcomes of such assortative mating, few would countenancerestrictions on individual liberty to date and marry in whatever waypeople happen to come together by mutual consent. However, socialpolicies could alter people's incentives without directly restrictingtheir liberty to date and mate as they choose. For example, highlyprogressive taxation rates on income and wealth would reduce thefinancial gains that two well-off persons could achieve by gettingmarried.
Graduates pursue careers as exhibiting visual artists, but typically find opportunities in related businesses such as gallery operation, publishing, arts administration, mass communications, and other service industries. Art education certification is required to teach elementary through high school; a Master's degree is required to teach at the college level.

''Everything about UGA made it the perfect fit for me. Out of high school, I knew that I wanted to major in mathematics education, and I have had some great professors who are extremely knowledgeable and current in their field. Each year, I stay involved with Relay for Life by serving on the Logistics Committee. Seeing so many college students gathered together to celebrate loved ones and fight for a cure for cancer is always so inspiring. Additionally, I volunteer in local middle and high schools where I visit classes during the school day multiple times each week. This gives me the opportunity to get into a mathematics classroom and mentor many local students.''

The recent articles entitled by Dr. Messay Kebede and by Dr. Maimire Mennasemay are very interesting, provocative and educational to say the least. It is these kind of thoughtful articles that I had in mind when I wrote in September 2004 (). It is in the latter spirit, and to encourage other Ethiopian intellectuals to join the club and Âcash in in the discussion/debate forum, that I am writing this article.
