This article intends to critically examine the state of educational developments in Botswana and South Africa from Southern Africa; Ethiopia and Tanzania from East Africa; Ghana, Nigeria, Senegal, and Sierra Leone from West Africa; and Egypt and Morocco from North Africa. The methodology employed throughout the text of this article is the comparative and international education perspective, but the latter, as some people assume, is not simply about comparisons and contrasts. It goes deeper rather in exploring the educational theory and practice in international context, delves into the purposes of schooling, educational access and opportunities, accountability, as well as professionalism and quality education. The methodology also involves demographic attributes, geographical and economic realities, as well as political and cultural factors.

One day, all children in this nation will have the opportunity to attain an excellent education.

We might move in the direction of fair equality of opportunity bymaintaining public schools financed by general tax revenue. Furthermoves are possible. A state might require that local governmentsequalize spending per pupil across school districts of varyingwealth. Since in practice we onlydiscover what talents people have by subjecting them to one or anotherschooling regime, FEO, which had looked severely strict, now looks tobe lax and undemanding. What must be added to FEO to respond to thisdifficulty is some sensible continuity requirement, so that if twoindividuals' capacities to develop skills through schooling are“close”, the developed skills they acquire (and ultimatelytheir competitive success) should not be “toodissimilar.”

The relationships among the various values and norms jostling forposition here are complex. Notice that if our foremost concern were toestablish and sustain a society in which careers open to talents alongwith the substantive equality component of FEO is satisfied and thereis also a high level of social mobility, one strategy would be to banassortative mating or enact policies that discourageit. “Assortative mating” simply refers to people choosingto cohabit with those who are like themselves along some favoreddimensions of similarity. These dimensions might include race,religion, national origin, level of education, inherited wealth,physical attractiveness, charm, or marketable talent. The assortativemating that reduces social mobility involves sorting by factors thatgive rise to unequal income, wealth, and status. Although many mightdislike the outcomes of such assortative mating, few would countenancerestrictions on individual liberty to date and marry in whatever waypeople happen to come together by mutual consent. However, socialpolicies could alter people's incentives without directly restrictingtheir liberty to date and mate as they choose. For example, highlyprogressive taxation rates on income and wealth would reduce thefinancial gains that two well-off persons could achieve by gettingmarried.
